The end of the 21st century is near. For the past few decades, Japan has been under a constant terrorist threat. Now, twelve students are set to attend the Advanced Teaching Institute, located off the coast of Japan in order to make their country a better place for all.

Under a truce brokered by the Japanese government and Council leadership, twelve pupils from The Council have been sent to the Advanced Teaching Institute, situated off the coast of Japan, with the hope of building a better country.
